That E911 charge has two sides to it. The creation of hardware and software
on the SPCS (in this case) cellular network, and the software and systems to
support in the 911 call centers.

Sprint has carried out its part, and now it's got to support the 911 center
upgrades, which is up to states and cities to implement.
