If the phone is saying packet data, then it should be using 1x. 1x uses
packet data and QNC uses circuit data.
There is a guy on the Verizon newsgroup named Geoff who has the init
strings to force the phone to use the appropriate mode. There were:

On the T720, you can enter the service code (which is a great pain) to
change it. I presume something similar exists for the 120. The Audiovox I
had allowed you to do it from the normal menus.
The Alltel 1x is working in Tampa Bay, I was a beta tester. It is called
Axcess. I had better luck with Verizon's thoug, and switched.
They charge extra for the 1x service. $22.95 for 10 mb of data and on
up. I think they matched the VZW unlimited plan at $79.95/month.
